Capital Improvement Projects

A capital improvement budget refers to a financial plan that outlines the allocation of funds for significant, long-term investments in physical assets or infrastructure of the Town of Round Hill. It is a part of the overall budgeting process and is dedicated to enhancing, renovating, or expanding assets that have a useful life of more than one year.

Capital improvements are different from regular operational expenses, which are used to cover day-to-day operating costs like salaries and regular maintenance. Capital improvement projects often involve substantial expenditures and are intended to improve the efficiency, effectiveness, or capacity of the Town of Round Hill.

The Round Hill capital improvement budget requires careful planning, prioritization, and approval processes by the Town Council. The Town creates multi-year capital improvement plans to address various projects over a specific period, as they involve significant financial commitments and can have long-term implications on the Town's operations and future growth.

The Town has two separate CIP budgets, General Capital Improvement Program (CIP) and Utility Capital Improvement Program (Utility CIP). These bugets focus on distinct aspects of an organization's infrastructure and assets:

  • General Capital Improvement Program (General CIP) pertains to the overall physical infrastructure and assets of a Town of Round Hill. It covers a wide range of projects aimed at improving and maintaining various aspects of public facilities, services, and community resources. These projects are solely funded through General Fund Revenue. Some examples of projects that might be included in a General CIP are:
    • Side walks and pedestrian trails 
    • Parks and recreation projects
  • The Utility Capital Improvement Program (Utility CIP) on the other hand, is specifically dedicated to the improvement and expansion of utility systems, which can include water supply, wastewater (sewer) treatment. Utility CIPs are commonly used by municipal utilities to ensure the reliability, efficiency, and safety of their infrastructure. Utility CIPs are crucial for the Town to plan for the future, address system deficiencies, comply with environmental regulations, and provide quality services to the Round Hill Utility customers. Projects included in a Utility CIP might involve:
    • Upgrading or replacing aging water pipelines and sewer lines.
    • Installing new water or wastewater treatment facilities.
