Q: Why does Round Hill bill for water & sewer every two months instead of monthly?

A: To help reduce operating expenses, which will hopefully help us avoid further rate increases. Billing bi-monthly (every two months) reduces by half the amount of time spent reading meters, reporting the readings, and preparing the bills. It also helps us save on supplies and postage.

Q: Why does Round Hill charge a minimum per billing period for water & sewer?

A: Minimums are charged so that all customers, regardless of usage, contribute to basic maintenance, administrative, and upgrade costs for the water & sewer systems. 

Q: Why are Round Hill's water & sewer rates higher than the rates of some other local municipalities?

A: The cost of providing water & sewer service is not significantly different from one municipality to another. However, most other local municipalities have more water & sewer customers than the relatively small town of Round Hill. When more customers share in the cost of providing water & sewer service, each customer winds up paying a smaller percentage of the total cost. This is commonly referred to as economy of scale.

Q: When are meters read for billing? 

A: February 28th, April 30th, June 30th, August 31st, October 31st, and December 31st.

Q: Aren't the developers of the new communities in the Round Hill area paying for new facilities and upgrades that are required due to the new development? 

A: Developers are paying much of the costs associated with the new facilities, but the cost of upgrades and a portion of new facility costs must be paid by the Town of Round Hill, and ultimately by all Round Hill water & sewer customers. It should be noted that, although these upgrades and new facilities are required due to new development, newer, more modern facilities and infrastructure are going to benefit all Round Hill water & sewer customers.

Q: Why is there a differential in water & sewer rates for customers within the Town limits and those in the area surrounding Round Hill?

A: The multiplier provides a return to the in-town users who own and operate the system and take the financial risks of guaranteeing the debt. This return is in the form of lower in-town utility bills.
