CPAM 2022-01

On July 6, 2022, the Town Council adopted Resolution No. 2022-06: Intent to Amend the Comprehensive Plan Future Land Use Map with the attached Scope of Work and Draft Map Amendment as presented.​ The Town Council requested that the Planning Commission review the Future Land Use Map (11-3) of the Comprehensive Plan and provide a recommendation on a proposed map amendment(s)​. 

Town Council requested the Planning Commission study and provide a recommendation on designating the following parcels as Future Commercial on the Future Land Use Map:​

12 Main Street

22 Main Street

13 Main Street

26 Main Street

14 Main Street

28 Main Street

15 Main Street

3 Mulberry Street

The Planning Commission met to discuss Comprehensive Plan Amendment (CPAM) 2022-01 on September 6th and October 4th in 2022.​ There were no recommendations about whether to extend the Central Commercial District in the Future Land Use Map at either of these meetings.​ The Planning Commission moved to hold a Public Hearing on CPAM 2022-01 following their discussion on January 3, 2023. This Public Hearing was held on March 7th, 2023, and resulted in the Planning Commission recommending to the the Town Council that all parcels that were studied be changed to "Commercial" in the Future Land Use Map. 

The Town Council decided they desired to continue to pursue CPAM 2022-01 based on the Planning Commission’s recommendation after it was discussed at the Town Council's meeting on April 4, 2023. The Town Council opted to hold a Public Hearing to allow for public input at their May 3rd regularly scheduled meeting.​ Following the Public Hearing on May 3, 2023, the Town Council adopted CPAM 2022-01, formally changing the Future Land Use Map in the 2017 Comprehensive Plan. 

Amending the Future Land Use Designation on the Future Land Use Map does not rezone the parcel, it only represents a change in the land use policy designation to allow for the property owner to apply for a rezoning in the future. For a parcel to be rezoned, it requires an optional land use application be submitted by the property owner and requires a full review of the proposed application, use and site plan by Town Staff, the Planning Commission, and the Town Council to ensure it satisfies the policies put forth in the 2017 Town of Round Hill Comprehensive and Round Hill Zoning Ordinance. ​During such process, there will be additional Public Hearings for public input on the individual parcels who have put forth the application​.
